Creates the Unlawful Restrictions on the Use and Sale of Motor Vehicles Act, prohibiting state agencies and local governments from restricting motor vehicle use or sales based on energy source for propulsion or other vehicle functions.

Limits home rule authority to prevent municipalities from regulating motor vehicle use or sales in a manner inconsistent with the act's restrictions.

Prohibits the Illinois Environmental Protection Agency from proposing and the Illinois Pollution Control Board from adopting motor vehicle emissions standards that California established through a federal Clean Air Act waiver.

Amends the Illinois Vehicle Code by adding Section 13C-20 to establish emission standards for hydrocarbons, carbon monoxide, and oxides of nitrogen that must be identical to federal Environmental Protection Agency standards for model year 1981 and later vehicles.
