Expands the definition of "abused child" under the Abused and Neglected Child Reporting Act to include denying a child access to necessary medical care, specifically primary care services, abortion services, or gender-affirming services.

Amends the Consent by Minors to Health Care Services Act to specify that a minor's consent to abortion services and gender-affirming services is not voidable due to their minority status.

Provides liability protection for health care professionals rendering abortion services and gender-affirming services, preventing civil or criminal liability or professional discipline for failure to obtain valid consent if the professional relied in good faith on representations made by the minor.

Removes restrictions requiring minors to be identified in writing by an adult relative, homeless service representative, attorney, school official, or religious organization in order to consent to care.

Adds definitions of "abortion services" and "gender-affirming services" by reference to the Reproductive Health Act.
