Amends the Environmental Protection Act Section 9 to create an exemption for open burning conducted by municipalities or fire protection districts for firefighter training, equipment testing, or fire control research.

Requires municipalities or fire protection districts claiming this exemption to secure and maintain liability insurance coverage in an amount determined sufficient by the Environmental Protection Agency through rule.

Exemption applies only to open burning activities that would otherwise violate air pollution control prohibitions in the Environmental Protection Act.

Does not affect existing exemptions for landscape waste burning, agricultural burning, habitat management, or grain elevator operations.
