Amends the Probate Act of 1975 to add a new category (option 5) for guardianship appointment when a petition is filed by someone with no legally recognized relationship to the alleged person with a disability.

Court shall appoint the county public guardian as guardian of the person, estate, or both when a guardianship petition is filed by an unrelated person, corporation, nonprofit organization, or other entity, if all other requirements are met.

Applies the same requirement to temporary guardianship appointments: court shall appoint the county public guardian as temporary guardian when an unrelated petitioner files for guardianship of a person with a disability.

Maintains existing guardianship principles that guardianship should be used only as necessary to promote well-being, protect from exploitation, and encourage self-reliance and independence.

Specifies that the immediate welfare and protection of the alleged person with a disability must be of paramount concern, with interests of petitioners and care providers not outweighing those of the disabled person.
