Eliminates the 20% financial match requirement for child abuse prevention shelters receiving Department of Children and Family Services funding.

Removes provisions requiring local boards or service systems to certify a 10% local public or private financial commitment to supplement State grants for community-based youth services.

Creates the Youth in Care Support Fund to provide immediate needs assistance to youth in care and support for youth, families, and caregivers served by the Department.

Designates the Department as the single State agency for planning and coordination of child abuse and neglect prevention programs, requiring annual comprehensive prevention plans submitted by the first Friday in October.

Allows the Department to establish locally held Youth in Care Support Funds with money from the DCFS Children's Services Fund, with remaining balances returned to the fund upon dissolution.
