Amends the Home Health, Home Services, and Home Nursing Agency Licensing Act to exempt certified local health departments from paying licensure fees for home health agencies.

Maintains the existing $1,500 licensure fee for home health agencies, with the exception applying only to certified local health departments.

Preserves existing provisions for provisional licenses valid for 240 days for new applicants, with Director discretion to renew for up to 90 additional days if substantial progress toward compliance is demonstrated.

Allows the Director to issue provisional licenses to non-compliant existing agencies for up to 120 days, extendable for an additional 120 days if substantial progress toward compliance is shown.

Maintains the 2-year license term for home health agencies and the Department's authority to establish licensing systems for multiple license categories.
