• Amends the Hospital Licensing Act to increase the population threshold for the second county in multi-county hospital operations from 35,000 to 235,000 inhabitants.

• Establishes variable per diem staffing add-ons for nursing facilities ranging from $9 to $38.68 per day based on reported nurse staffing hours compared to STRIVE study targets, with incremental increases beginning October 1, 2024.

• Increases ventilator services rate add-on from $208 to $481 per day effective January 1, 2024, and increases support component reimbursement by 12% effective January 1, 2024.
