Amends the Illinois Act on the Aging to require Department on Aging audits of personal assistant and home care aide vendors to verify compliance with 80% employee wage and benefits costs and 20% maximum administrative costs.

Increases homemaker services rates to $32.75 per hour (effective January 1, 2025, subject to federal approval) to sustain a minimum wage of $20 per hour for direct service workers, with subsequent fiscal year rates no lower than $32.75.

Requires in-home service providers to certify compliance with mandated wage increases and prohibits reduction of fringe benefits including paid time off, training, health insurance, travel, and transportation in relation to rate increases.

Establishes a 1% rate add-on (effective January 1, 2025, subject to federal approval) for providers whose direct service workers attend paid quarterly in-person training sessions to fulfill in-service training requirements.

Requires the Department to adopt rules implementing these provisions.
