Amends the Motor Vehicle Franchise Act to define "motorcycle" as motor vehicles with a seat or saddle designed to travel with 3 or fewer wheels in contact with the ground, including off-highway vehicles but excluding farm and lawn equipment.

Prohibits manufacturers, distributors, and wholesalers from requiring motorcycle franchisees to participate in retail financing plans, leasing plans, or consumer insurance plans.

Prohibits manufacturers from owning, operating, or controlling any motorcycle dealership in Illinois for longer than 2 years.

Prohibits requiring dealers to use manufacturer-approved fixtures for non-manufacturer products, purchase lighting fixtures only from approved vendors, or relocate to new facilities.

Prohibits coercing dealers to construct facility improvements at substantial cost (defined as 10% or more of average annual net profits over 3 years) or conditioning incentive program eligibility on such improvements.

Requires repurchase of dealer inventory upon franchise termination, with manufacturers granting security interests to dealers in repurchased inventory per the Uniform Commercial Code.
