Adds definitions to the Cemetery Protection Act including "not-for-profit corporation," "veteran" (person who served in armed forces with grave more than 100 years old), and "veterans' organization"

Creates new Class 2 felony for removing gravestones or memorials with intent to resell, and tiered felonies for defacing gravestones (Class 4 for 1-4 stones, Class 3 for 5-10 stones, Class 2 for more than 10)

Establishes Class 4 felony for unauthorized removal of any portion of human remains from burial grounds, graves, crypts, vaults, or mausoleums

Exempts cemetery authorities from desecration laws when removing items placed in violation of cemetery rules, and adds exemption for removal or replacement of veteran memorials pursuant to Section 17

Creates new Section 17 authorizing removal, replacement, or installation of gravestones or memorials commemorating veterans by authorized parties
