Amends Illinois Vehicle Code to expand eligibility of numerous special license plates to include motorcycles, autocycles, and motor vehicles of the second division weighing not more than 8,000 pounds (previously limited to passenger vehicles of first division only).

Modifies over 60 sections of the vehicle code concerning specialty plates for state officials, disabled persons, organizational members, veterans, and cause-awareness initiatives to include motorcycle and autocycle options.

Applies vehicle weight restrictions (8,000 pounds or less for second division vehicles) consistently across all affected specialty plate programs.

Maintains all existing fee structures, fund allocations, and program requirements while expanding vehicle type eligibility.

Effective date: Act took effect upon passage (signed into law as Public Act 103-0843).
