Adds new exemption allowing drivers of commercial motor vehicles hauling harvest goods for a farm to waive CDL or CLP requirements if the driver is the owner or employee of the farm and operates within a 150-mile radius of the farm.

Exempts individuals operating commercial driver's licenses for farm vehicles from new testing requirements if the farm vehicle is used in Illinois for agricultural purposes.

Modifies Section 6-507 of the Illinois Vehicle Code to add subsection (c-15) creating the harvest goods hauling exemption.

Modifies Section 6-508 of the Illinois Vehicle Code to add subsection (b-3) establishing the farm vehicle testing exemption.
