Prohibits municipalities from requiring police officers to issue quotas for citations, warnings, points of contact, stops, or arrests within a designated time period.

Prevents municipalities from comparing the average, percentage, or number of citations, warnings, points of contact, stops, or arrests issued by one officer on a daily, weekly, monthly, quarterly, or annual basis to those of other officers with similar duties for job performance evaluation purposes.

Bans the use of quotas as a criterion for officer demotion, penalization, unfavorable assignments, transfer, termination, constructive dismissal, denial of promotion, or loss of any benefits including awarded time off.

Does not affect conditions of federal or state grants and funds awarded to municipalities for traffic enforcement programs.
