Amends the Illinois Municipal Code to add protections for home-based businesses operating in residential homes or accessory structures where the business is secondary to residential use.

Prohibits zoning ordinances from: (1) banning client appointments at home businesses, (2) restricting 2 or fewer nonresident employees, (3) requiring structural modifications, (4) limiting floor space usage, or (5) restricting storage or equipment that produces no external effects.

Defines "home-based business" as a secondary business use in a residence or accessory structure, and "accessory structure" as a subordinate building on the same zoning lot as the principal residence.

Prevents home rule municipalities from regulating home-based businesses in a manner inconsistent with these protections, establishing this as a limitation on concurrent home rule powers under the Illinois Constitution.

Becomes effective immediately upon enactment.
