Prohibits persons under 21 years of age from possessing any tobacco product, electronic cigarette, or alternative nicotine product.

Establishes a petty offense with escalating fines over a 24-month period: first offense $200, second offense $400, third offense $600, fourth or subsequent offense $800.

The 24-month penalty period begins with a person's first violation of the Act.

Maintains existing prohibitions on sales to minors and distribution of free samples, with enhanced age verification requirements for in-person and remote sales.

Includes exceptions for sting operations conducted by law enforcement to investigate retail compliance with tobacco age restrictions.
