Amends the State Fire Marshal Act to require the Office of the State Fire Marshal to adopt amendments to permanently moored craft fire prevention and safety rules within one year of the bill's effective date.

Amendments must provide waivers, conditional waivers, limits to inspection requirements, and reduced inspection frequency for deck barges used as permanently moored craft in water no deeper than half of the barge's hull depth.

Allows the Office to base waivers and inspection reductions on factors including the barge's location, age, condition, size, history, purpose, and occupancy.

Amendments must maintain safe conditions for the permanently moored craft and its occupants while providing regulatory relief.

Becomes effective immediately upon enactment.
