Amends the Illinois Municipal Code Division 76 heading to include "transfer" alongside "sale" and "lease" of real or personal property

Establishes that when a Public Act transfers state real property to a municipality for nominal consideration and requires use for "public purposes" without defining the term, "public purposes" means any lawful purposes

Applies this definition to Public Acts with effective dates before, on, or after the effective date of this amendatory act

Creates new Section 11-76-7 in the Illinois Municipal Code to codify these provisions
