• Establishes Health and Equity Advisory Council to make environmental justice recommendations to General Assembly by June 30, 2026, with annual reports thereafter

• Requires Illinois Environmental Protection Agency to conduct truck counting at facilities, implement continuous emissions monitoring for diesel particulate matter and nitrogen oxides at truck-attracting facilities with at least 4 fenceline monitors

• Agency must adopt rules within 12 months for facility-by-facility review of regulated facilities and establish mitigation measures including zero-emission vehicles, solar power generation, and alternatives to truck trips

• Creates points and fee system for warehouse operators based on emissions generated; fees fund Insights, Jobs, and Environmental Justice Grant Program and community infrastructure improvements

• Requires Agency to disclose air pollution impacts on maternal, infant, and child health; educational attainment; and economic outcomes at census block level; conduct annual investigations of at least 5% of sources in non-overburdened communities and 10% in overburdened communities; and publish annual list of warehouses with operational details
