Amends the Illinois Procurement Code to allow public institutions of higher education and State agencies to require value-added resellers to provide manufacturer attestations when bidding on information technology hardware purchases.

Manufacturer attestations must confirm that goods are offered to all value-added resellers at substantially the same terms, including price, discounts, commissions, rebates, and other incentives affecting the purchase consideration.

Requires bid specifications to clearly state this manufacturer attestation requirement if a public institution or State agency imposes it.

Mandates that the Department of Innovation and Technology and the University of Illinois each include these requirements in at least one information technology hardware procurement during State fiscal year 2025.

Defines "information technology hardware" as laptops, desktops, tablets, monitors, docking stations, telephones, headsets, cable cords, computers, servers, and wires.
