Requires the Department on Aging to furnish eligibility information and updated lists of qualifying individuals to transit agencies.

Establishes automatic 5-year renewal of free service eligibility after initial determination, requiring only a government-issued identification card validating Illinois residency.

Preserves transit agencies' obligation to provide reduced fares as required by federal law.
