Removes requirement that meat processors be active members of the Illinois Sportsmen Against Hunger program in order to donate unclaimed or owner-donated deer meat to charitable organizations or community food banks.

Allows licensed meat processors to donate deer meat when the owner fails to claim it within a reasonable time or explicitly wishes to donate the deer.

Requires meat processors who donate deer meat to maintain written records for 2 years including date received, donor information, carcass details, permit number, and recipient information for any meat given away.

Permits meat processors to charge a reasonable and customary processing fee to persons receiving donated deer meat.

Maintains requirement that all deer in processor possession must be listed in written records and properly tagged or labeled, with tags or labels on shipments identifying the meat processor's name.
