Amends the Dual Credit Quality Act to establish definitions for "fully qualified" and "minimally qualified" instructors and "priority career pathway courses" aligned with postsecondary institutions.

Requires school districts and community college districts to designate liaisons and begin partnership negotiations within 60 calendar days of initial request, with a 180-day deadline to reach agreement or implement a Model Partnership Agreement.

Establishes instructor qualification standards including master's degrees and graduate coursework requirements, with professional development plans allowing instructors to progress toward full credentials over up to 3 years.

Requires community college districts to respond to course requests within 30 calendar days and creates an appeal process through the Illinois Community College Board if a course, instructor, or documentation is disapproved.

Creates a Dual Credit Instructor Qualification Framework to be developed by a committee by July 31, 2025, defining appropriate coursework and equivalent experience for career and technical education instructors across disciplines.
