Amends the Early Childhood Access Consortium for Equity Act to remove references to geographic regional hubs, allowing member institutions to operate statewide and cooperate across the State rather than within specified regional structures.

Requires the Consortium advisory committee to meet at least twice per year instead of quarterly, and establishes initial member terms through lottery with one-third serving 1-year, 2-year, and 3-year terms, followed by 3-year terms thereafter.

Changes appointment of the Illinois Student Assistance Commission representative from the Board of Higher Education to the Illinois Student Assistance Commission itself.

Creates the Early Childhood Access Consortium for Equity Scholarship Program under the Higher Education Student Assistance Act, with annual scholarships prioritizing incumbent workforce members in early childhood education programs at participating institutions.

Requires scholarship recipients to sign agreements committing to continue or return to teaching or direct services in early childhood care and education in Illinois after completing their program of study.
