Allows State agencies to make opioid antagonists available at employee work locations if employees receive training in their use and administration.

Grants civil liability exemptions to State agency employees who administer opioid antagonists in good faith and in compliance with training requirements, except in cases of willful or wanton misconduct.

Defines "opioid antagonist" by reference to the Substance Use Disorder Act.

Amends the Civil Administrative Code to include opioid antagonist provisions within the Department of Central Management Services Law.
