Establishes attendance requirements for appointed board and council members: members who fail to attend in person 2 consecutive meetings without excused absence are automatically removed, with vacancies filled by the appointing authority in the same manner as original appointments.

Requires most state boards, foundations, and councils to evenly divide meetings between Chicago and Springfield unless good cause exists, and permits virtual participation when no final action is required under the Open Meetings Act.

Amends the Court of Claims Act to allow sessions to be held remotely, authorize remote participation and electronic filing, permit the clerk to administratively determine claims under $2,500 that meet specified criteria, and allow one judge to decide claims involving lapsed appropriations or crime victim emergency funds.

Extends the statute of limitations for Crime Victims Compensation Act claims from 1 year to 5 years after the crime occurs.

Creates the Dealer Recovery Trust Fund Board to administer a fund providing reimbursement to consumers harmed by dealership closings, funded by annual fees from licensed vehicle dealers.
