HB5047 Summary

• Amends the Nurse Practice Act to define "full practice authority" for Advanced Practice Registered Nurses (APRNs) including Certified Nurse Practitioners, Clinical Nurse Specialists, and Nurse Midwives to practice without written collaborative agreements and prescribe controlled substances Schedule II through V.

• Creates new category of "Full practice authority-pending APRN" for nurses with at least 250 hours of continuing education and 4,000 hours of clinical experience after national certification who apply for full practice authority status.

• Extends license-pending period for both practical nurses and registered nurses from 3 months to 6 months following successful passage of licensure examination.

• Requires registered nurses graduating from Illinois programs after the effective date who do not take licensure exam within 180 days or fail the exam twice to complete an NCLEX preparatory class or obtain remedial resources from their institution before retesting.

• Provides 3-year grace period for professional nursing programs on probationary status and prohibits placement on probationary status through September 1, 2026 for failing to meet 75% licensing exam passage rates.
