Creates the Nonpublic Forum Regulation Act allowing units of local government and State agencies to designate areas within public buildings as nonpublic forums where photography and video recording are prohibited.

Requires conspicuous posting of signs at least 12 inches by 12 inches in designated nonpublic forums, including an image indicating that photography and video recording are not permitted.

Prohibits photographing or recording video in designated nonpublic forums and establishes a civil penalty of up to $100 per day for violations.

Allows State's Attorneys to prosecute violations in local government nonpublic forums and the Attorney General to prosecute violations in State agency nonpublic forums; either may seek temporary restraining orders against violators.

Revenue from civil penalties collected from local government violations goes to that unit's treasury, while revenue from State agency violations goes to the General Revenue Fund.
