Defines "district" to include township road and bridge districts, sanitary districts, drainage districts, mosquito abatement districts, and street light districts for purposes of dissolution procedures.

Requires county boards or executives to adopt a comprehensive plan before dissolving a district, including how services will be absorbed, reasons for discontinuation, funding mechanisms, and demonstration of long-term taxpayer savings, with the plan filed to the State Comptroller for approval or denial.

Establishes that dissolution cannot occur until at least 60 days after a court appoints a trustee-in-dissolution, who assumes powers of the previous board and manages the transition of services to the county.

Designates the State's Attorney as exclusive legal representative, the county treasurer as district treasurer, and the county clerk as district secretary upon appointment of trustee-in-dissolution.

Requires quarterly updates from counties to the State Comptroller on dissolution progress, with updates published in the State Comptroller's local government Warehouse database.
