Establishes the Good Food Purchasing Program requiring all state agencies and state-owned facilities purchasing food to conduct baseline assessments within one year and develop multi-year action plans to align purchasing with Good Food Purchasing Program core values including local sourcing, environmental sustainability, worker rights, and animal welfare.

Defines Good Food Purchasing Program core values emphasizing suppliers within 250-mile radius (500-mile for meat/poultry/seafood), prioritizing entrepreneurs of color and historically marginalized communities, sustainable farming practices, fair labor standards, and high-quality minimally processed foods.

Creates the Good Food Purchasing Fund as a special state treasury fund with continuous appropriation to the Department of Agriculture to establish a Good Food Purchasing office, hire staff, and provide training and technical assistance to implementing agencies.

Reestablishes the Good Food Purchasing Task Force with 23 members including state officials, legislative representatives, and representatives from food advocacy, environmental, labor, and farm welfare organizations to study and monitor good food purchasing implementation through July 2026 and beyond.

Repeals previous local farm product procurement goals and allows state contracts to prefer bidders whose food purchases align with Good Food Purchasing Program core values, and requires vendor data-sharing on product types, quantities, origins, processors, and distributors.
