Prohibits gathering in public streets, commercial parking lots, or public areas for street racing or street sideshows, with violators guilty of Class A misdemeanor for first offense and Class 4 felony for subsequent offenses.

Requires minimum $250 fine for first violation of street racing, street sideshow, or traffic interference prohibitions, with vehicle forfeiture mandatory upon conviction.

Establishes "aggravated street racing" as Class 4 felony with 1-12 year prison sentence when street racing causes great bodily harm, permanent disability, or disfigurement to another person.

Adds street racing and sideshow violations to the Criminal Code's property forfeiture statute, allowing seizure and forfeiture of vehicles used in street racing or sideshows under existing forfeiture procedures.

Prohibits vehicle owners from knowingly permitting their vehicles to be used for street racing or sideshows, and bans deliberately interfering with traffic to facilitate these activities.
