Amends the Illinois Marriage and Dissolution of Marriage Act to require proof that each party to a marriage has attained 18 years of age to obtain a marriage license and certificate from the county clerk.

Removes provisions allowing marriage for individuals aged 16-17 years with parental consent or judicial approval.

Repeals Section 208 of the Marriage and Dissolution of Marriage Act regarding judicial approval of underage marriages.

Eliminates grounds for declaring a marriage invalid based on a party being aged 16 or 17 years without required consent or approval.

Becomes effective immediately, except specified provisions take effect 2 years after the amendatory Act becomes law.
