State Board of Education shall design and implement a system of examinations required prior to issuance of educator licenses, based on national and state professional teaching standards.

All applicants for state licensure must pass a content area knowledge test for each endorsement area with an applicable test, with no exceptions allowed.

By July 1, 2026, the elementary education test (grades 1-6) must transition to include testing elements covering bilingualism, biliteracy, oral language development, and foundational literacy skills with a valid language and literacy subscore.

Teacher performance assessment is required for candidates completing teacher preparation programs from September 1, 2015 through August 3, 2023 and again beginning September 1, 2025, with a temporary waiver period from August 4, 2023 through August 31, 2025.

Creates a Teacher Performance Assessment Task Force with 25 appointed members representing educators, administrators, universities, school districts, and advocacy organizations to evaluate and recommend performance-based assessment systems, with a report due by October 31, 2024.
