Adds pre-license practice allowance allowing applicants for general dental licenses or temporary training licenses to practice dentistry in Commission on Dental Accreditation accredited specialty or residency training programs for 3 months from the program start date.

Permits the Department to extend the pre-license practice allowance in writing upon request from the applicant for the duration of their specialty or residency training program.

Requires applicants practicing under the pre-license allowance to provide the training program with a copy of their license application and proof of certified mail sending that application to the Department.

Terminates applicant's authority to practice immediately upon Department determination that the applicant failed the dental licensure examination, denial of licensure, or withdrawal of the license application.

Clarifies that initial licenses issued during an open renewal period shall have the next expiration date.
