• Amends the Uranium and Thorium Mill Tailings Control Act to allow the Illinois Emergency Management Agency to approve license termination for source material milling facilities based on local ordinances restricting groundwater use.

• Permits municipalities or counties to adopt ordinances restricting groundwater use on licensed milling facility properties and downgradient properties as an alternative to state-imposed restrictions, provided the Agency determines the ordinances adequately protect public health and safety.

• Requires ordinances adopted for license termination purposes to remain in effect until the Agency expressly approves in writing that they are no longer needed.

• Maintains the Agency's existing authority to impose restrictions on groundwater use and soil excavation during facility decommissioning and license termination.
