HB5068 - Low Carbon Fuel Standards Program Act

• Creates the Low Carbon Fuel Standards Program to be administered by the Illinois Environmental Protection Agency to reduce greenhouse gas emissions from transportation and promote cleaner fuels.

• Requires the Agency to establish declining carbon intensity standards for transportation fuels (gasoline, diesel, and substitutes) based on life cycle greenhouse gas emissions assessments.

• Mandates fuel providers demonstrate their fuel supply meets the Agency's carbon intensity benchmarks annually, with compliance measured through a credit and deficit system denominated in metric tons of greenhouse gas emissions.

• Allows the Agency to establish fuel pathways incorporating standards from California's Low Carbon Fuel Standard Program or similar programs.

• Directs the Agency to adopt necessary rules to implement the program provisions.
