Creates the Illinois Appliance Standards Act requiring the Environmental Protection Agency to adopt minimum efficiency standards for 14 covered product categories including irrigation controllers, computers, electric vehicle chargers, faucets, gas fireplaces, ventilating fans, showerheads, urinals, water closets, and water coolers by one year after the effective date.

Standards must be substantially equivalent to federal or California standards where applicable, with specific efficiency requirements detailed for each product type (e.g., private lavatory faucets limited to 1.5 gallons per minute, water closets to 1.28 gallons per flush, in-line ventilating fans to 2.8 cubic feet per minute per watt).

Effective January 1, 2026, no new covered products may be sold, leased, or rented in Illinois unless they meet adopted efficiency standards; one year later, covered products may not be installed for compensation unless they meet the standards.

Manufacturers must test products, certify compliance to the Agency or approved third parties, and label compliant products; the Agency may test products and charge manufacturers for costs if non-compliance is found.

Violations subject to warnings followed by civil penalties up to $100 for first violations after warning and up to $500 for subsequent violations, with each product and each day constituting separate offenses; Attorney General may seek injunctions for repeated violations.
