Prohibits health care providers from charging a handling fee for electronic medical records retrieved from scanning, digital imaging, electronic information, or other digital formats.

Eliminates the automatic annual adjustment for handling fee inflation by repealing Section 8-2006.

Maintains existing charge structure for paper copies (75 cents per page for pages 1-25, 50 cents for pages 26-50, 25 cents for pages 51+) and microfiche/microfilm copies (up to $1.25 per page).

Requires health care facilities and practitioners to provide one complete copy of patient records at no charge when requested for federal veterans' benefits, Social Security benefits, or Aid to the Aged, Blind, or Disabled benefits.

Clarifies that records maintained in electronic or digital format must be provided electronically when requested, unless the system cannot create or transmit electronic records.
