Amends the Nurse Agency Licensing Act to specify that health care facilities can seek compensation from nurse agencies for expenses, fines, or damages resulting from negligent acts by nurse agency employees.

Expands liability to include negligent hiring by nurse agencies, defined as failure to follow hiring procedures outlined in Section 13 of the Act.

Clarifies that health care facilities retain all legal remedies and rights against nurse agencies beyond the compensation provisions in this section.

Specifies that this section is not subject to enforcement by the Department.
