Amends the Energy Transition Act to expand the definition of "community-based organization" to include entities that currently receive federal funding from the Workforce Innovation and Opportunity Act.

Adds a new category of organizations eligible to participate in energy transition and workforce programs by recognizing federally-funded workforce entities alongside existing definitions covering nonprofits, community colleges, and local governments.

Takes effect immediately upon enactment.

Maintains all existing requirements for community-based organizations including providing employment and skill development services, maintaining local operating offices, and demonstrating relationships with community residents and organizations.
