Expands allergen awareness training requirements to include all food handlers employed by restaurants, retail food establishments, nursing homes, schools, and day care centers (previously only certified managers in restaurants)

Requires training within 30 days of employment and every 3 years thereafter, with accreditation by the American National Standards Institute or equivalent agency under ASTM International E2659-09

Training must cover 13 topics including food allergy definitions, allergic reaction symptoms, major allergens, cross-contact prevention, cleaning methods, emergency response, and special dietary requests

Defines "retail food establishment" as any business selling food directly to consumers, including bakeries, grocery stores, and food trucks

Designates allergen awareness training regulation as an exclusive state function, prohibiting local regulation and establishing training confidentiality under the Freedom of Information Act
