Designates the fourth Tuesday in September as "High School Voter Registration Day" to be observed statewide.

Requires the State Board of Elections to prepare a one-page voter registration document that includes a direct link to the online voter registration portal, sample ballot instructions, and voting information; schools must distribute this document annually before the fourth Tuesday in September.

Prohibits high schools from banning nonpartisan voter registration activities on campus, though schools may restrict them only if they disrupt school operations.

Mandates that school district boards allow eligible students (age 18 or 17 if turning 18 by the general election) to register to vote during school hours on the fourth Tuesday in September or the next school day if that date falls on a non-school day.

Adds voter registration activities to the School Code as an excused absence reason for high school students.
