Amends the Time Standardization Act (5 ILCS 440/1) to exempt Illinois from federal daylight saving time requirements under the Uniform Time Act of 1966.

Current law requires advancing clocks one hour on the second Sunday in March and retarding clocks one hour on the first Sunday in November each year.

Subsection (b) becomes operative on January 1st of the first year following or coinciding with enactment, which would make subsection (a) inoperative and change Illinois's time standards.

Federal law dates for daylight saving time changes would control and apply in Illinois if they differ from state law dates, notwithstanding any state law provisions.

Establishes that the prescribed time applies to all state and local government operations, public schools, institutions, and contracts performed within Illinois.
