Requires hospitals and the University of Illinois Hospital to obtain certification from the Department of Public Health and Department of Innovation and Technology before using any diagnostic algorithm for patient diagnosis.

Diagnostic algorithms must be shown to achieve results as accurate or more accurate than other diagnostic methods and cannot be the only diagnostic option available to patients.

Algorithm proprietors must regularly evaluate their diagnostic tools for biases and discrimination against protected categories under the Illinois Human Rights Act and report findings annually to both departments.

Departments have 3 months to review reports and can order third-party investigations; if biases are found, proprietors must correct them within 3 months or the certification will be revoked.

Patients have the right to be informed when a diagnostic algorithm will be used and must be presented with the option to be diagnosed without the algorithm before providing consent to its use.
