Creates the Sludge Control Act that prohibits persons from applying, spreading, selling, or distributing sludge generated from municipal, commercial, or industrial wastewater treatment plants on any land in Illinois.

Prohibits the sale, distribution, or land application of compost material, fertilizers, soil amendments, topsoil replacement, or mulch that contains or is derived from sludge or septage (liquid and solid material from septic tanks and similar systems).

Exempts disposal at solid waste landfills and compost materials derived from food processing, food waste, crop cultivation, vegetative material, brewing, wine fermentation, cider production, or spirits distillation as long as these residuals are not mixed with sludge, septage, sewage, or sanitary wastewater.

Exempts compost materials and agricultural products derived from sludge resulting from precipitated calcium carbonate production.

Repeals the provision in the Environmental Protection Act (415 ILCS 5/22.56) regarding the regulation of farm land sludge application.
