HB5119 - Street Light Energy Conservation Act

• Requires all street light entities (local governments, public utilities, and the State) to install or replace street lights with LED technology within 5 years of the effective date, subject to appropriation.

• Mandates that LED street lights meet minimum illuminance standards adequate for their intended purpose and considers nationally recognized standards.

• For State highway system lighting, LED installation only applies if the Department of Transportation determines reflective road markers, lines, warning signs, or other passive methods cannot achieve the lighting purpose.

• Exempts temporary emergency lighting, nighttime work lights, special event lighting, street lights with compelling safety needs, street lights subject to conflicting federal law, and historic resource lighting from the LED replacement requirement.

• Prohibits home rule units from regulating street lighting in a manner inconsistent with this Act and establishes it as a limitation on concurrent home rule powers under the Illinois Constitution.
