Amends the Criminal Code of 2012 to require courts to issue arrest warrants (instead of allowing summons as an alternative) when a person on pretrial release fails to comply with release conditions.

Mandates that courts shall issue an arrest warrant when a defendant on pretrial release for a felony charge fails to appear in court as directed.

Requires arrest warrants for felony pretrial release violations to include a directive ordering peace officers to arrest the person, hold them without bail, and deliver them to court for further proceedings.

Prohibits release on pretrial conditions for defendants arrested or who surrender within 30 days of warrant issuance unless the defendant proves by preponderance of the evidence that their failure to appear was not intentional.

Removes provisions that allowed non-appearance in court cured by a subsequent appearance in response to a summons to be disregarded in risk assessments for willful flight or failure to appear.
