Governor's Office of Management and Budget shall adopt rules for expedient and efficient processing of grants to public safety agencies through State awarding agencies, including the Illinois Law Enforcement Training Standards Board

Rules shall maintain uniform administrative requirements, cost principles, and audit requirements for State and federal pass-through awards to non-federal public safety entities

Application process for public safety agencies shall operate on a first-come, first-serve basis upon receipt of applications

Award process shall proceed on a chronological case-by-case basis with no delay once a public safety agency completes all requirements including applications, reporting, monitoring, and other regulatory requirements

Grant Accountability and Transparency Unit and Office of State Comptroller shall determine revised factors for ceasing payments, garnishing funds, or hindering awards to public safety agencies, with these factors disseminated to all State grant-awarding agencies
