Amends the Mental Health and Developmental Disabilities Code to require physicians, clinical psychologists, and qualified examiners to notify the Department of Human Services within 24 hours when they determine a person poses a clear and present danger to themselves or others.

Requires law enforcement officials and school administrators to notify both the Illinois State Police and the appropriate local law enforcement agency within 24 hours of making such a determination.

Directs the Department of Human Services to immediately update its records and notify the Illinois State Police in a prescribed manner regarding individuals determined to pose clear and present danger.

Protects the confidentiality of disclosed information and restricts its use to purposes specified in the Firearm Owners Identification Card Act, with the reporter's identity kept confidential.

Provides immunity from criminal, civil, and professional liability for those making or not making notifications, except for willful or wanton misconduct; exempts law enforcement officials if notification would interfere with ongoing criminal investigations.
