Creates the County Co-Responder Pilot Program Division allowing each county sheriff's office to establish a co-responder unit with social workers by no later than 6 months after the effective date, subject to appropriation.

Designates victim assistance as the unit's primary focus, with social workers conducting follow-up visits for victims needing mental or behavioral health services and connecting them with community resources.

Requires all unit employees to receive crisis intervention training and integrating communications, assessment, and tactics training designed for situations involving persons experiencing mental health crises.

Specifies social workers' duties including victim advocacy, safety planning, crisis counseling, court accompaniment, assistance with protection orders, and work with domestic violence and juvenile cases.

Protects privileged and confidential communications between clients and social workers, prohibiting adverse employment action against employees who protect such confidentiality under state or federal law; repeals the division on January 1, 2029.
