HB5135 Summary

• Requires acupuncturists, athletic trainers, massage therapists, naprapaths, barbers, cosmetologists, estheticians, hair braiders, nail technicians, and electrologists to complete Department-approved abnormal skin growth education including melanoma identification training.

• New licensees applying on or after January 1, 2026 must provide proof of course completion; existing licensees must complete the course upon their first license renewal or restoration on or after January 1, 2026.

• Permits licensed practitioners to refer individuals with abnormal skin growths to medical professionals and protects practitioners and their employers from civil or criminal liability for acting in good faith regarding potential abnormal skin growths.

• Clarifies that abnormal skin growth education does not authorize practitioners to practice medicine or outside the scope of their respective professions.
